First select a 'work area' by dragging the blue brackets under the time indicator above the timeline - this will be the area you want to cut, then select the layers that you want to effect (in this case that's probably all of them), then go to 'edit' and select 'extract work area'. This seems to be the after effects analogue of shift F5.
